not sure it is worth the money if you don't get a ticket to enter the statue -they sell out quickly and the only thing you can do without one is walk around the island.
you should definitely take the boat and have this one hour tour. see manhattan, Statue of Liberty, Manhattan and Brooklyn bridge. tip: pick the right side of the boat (starboard) for better view!
